The African Centre for Statistics of the United Nations Economic Commission for Africa (ECA), jointly with the World Bank, the Organisation for Economic Co-operation and Development (OECD) and the World Trade Organization (WTO) is organizing Phase II of a Capacity Building Programme on the Compilation and Application of SUTs in Africa, which is a face-to-face Regional Seminar to be held during 5-8, February, 2018 in Addis Ababa, Ethiopia.
The programme consists of a series of capacity building activities in three phases: an e-training module, a face-to-face regional seminar, and follow-up national workshops and on-site technical assistance. The first phase, an e-training on the Compilation of SUTs, concluded in November 2017 on the platform of WebEx, in which more than 300 participants from 41 countries participated.
The second phase, which is the Regional Seminar, aims to further strengthen the technical capacity of the and best practices between countries, so that they can move forward to the third phase of this capacity building programme: i.e. to compile a national SUT in the next one to two years if the country has no SUTs yet; or to apply SUTs to policy study and analysis, in particular for global value chain and international competitiveness analysis, in support of good economic governance, structural transformation, regional integration and sustainable development of Africa. The specific objectives of this Regional Seminar are that, by the end of the seminar, participants will have a better understanding and mastery of the following topics:
(1) Formulation, implementation, and organization of a national strategy and work-plan for
conducting a project on SUTs in a country;
(2) Data collection, processing, compilation, and dissemination for SUTs, including related IT
tools for the compilation of SUTs;
(3) Models and procedures for a good use and application of SUTs.
With such objectives, the Regional Seminar is designed to cover below categories of themes:
(a) Introduction, including policy application of SUTs;
(b) Concepts and overview of SUTs in the System of National Accounts
(c) Compilation techniques of SUTs;
(d) Data sources for SUTs;
(e) IT tools for SUTs;
(f) Organizational Implementation for SUTs
35 participants from 27 countries will join experts from international, regional and national organizations and academia for this four-day seminar.
