The AU Framework and Guidelines on land policy in Africa identifies one of the main challenges to Land policy implementation as lack of capacity to manage change. Among other factors, lack of technological know-how required to manage contemporary land reform programmes is cited as a major constraint. In response, the LPI has undertaken a study entitled, “Curricula Needs Assessment and Mapping of land training Institutions in Africa”to assess the training needs and recommend approaches for improving training on land governance in the African tertiary institutions of higher learning. The study goes beyond gap identification and recommendations to evaluating the potential of the African tertiary institutions of learning to participate in the development of a Network of Excellence on Land Governance in Africa (NELGA). The objectives of the study are to undertake a capacity needs assessment on land policy and governance in Africa; identify key gaps and needs on land policy and governance in curricula for the institutions of higher learning; develop guidelines for the development of a curriculum on land policy and governance in the institutions of higher learning in Africa; and identify/map the training institutions offering land related programs in Africa.
In this context, the workshop is organized to assess and validate the findings of the study on areas identified; among them curricula needs identified for training on land governance in Africa and the proposed higher learning institutions as initial partners for NELGA. The Workshop will further give inputs to the development of the guidelines for the development of a curriculum for land policy and governance in the institutions of higher learning in Africa and validate the roadmap for the establishment of NELGA.
The workshop will gather about 30 experts and resource persons selected from academic/ research institutions, government institutions, the private sector, CSOs and the RECs and will include intensive plenary and breakout working sessions.
