Ten-Year Capacity Building Programme for the African Union

The United Nations (UN) Secretary-General and the Chairperson of the African Union Commission (AUC) signed the Declaration on Enhancing UN-AU Cooperation: Framework for the Ten-Year Capacity Building Programme for the AU in 2006. The evolving Framework was conceived as the UN overall platform for cooperation with the AU, and its objective is to enhance the capacity of the AUC and African sub-regional organizations to act as effective UN partners in addressing Africa’s challenges. The UN Secretary General and AUC Chairperson agreed in the Declaration to periodically review the Framework at three-year intervals.

The Declaration builds on previous agreements between the UN and the AU and provides a holistic framework for the UN system to support the capacity development efforts of the AU and the Regional Economic Communities (RECs), on the basis of the latter’s needs and strategic priorities. The Programme is aimed at enhancing cooperation between the UN and the AU in their areas of competence and in conformity with the respective mandates of both organizations.
