Leaders who understand how to use their personal power to build relationships and motivate and inspire their teams.

What makes this programme unique?

The programme is specifically tailored for national statistical offices, and as such, it speaks to the unique experiences and challenges faced by statistical leaders in Africa today. It is designed and delivered by the UK’s Office for National Statistics, in collaboration with the African Centre for Statistics (ACS) and the African Institute for Economic Development and Planning (IDEP) at the United Nations Economic Commission for Africa (UNECA).

The programme uses a classroom approach that, following successful delivery in pilot National Statistical Offices in Africa, has been adapted for online use. The flexibility of remote learning is enhanced by the use of facilitated real time seminars where participants can share experiences and ask questions of trainers from leading statistical institutions. The programme is offered free of charge.

What key skills will I learn?

Strategic thinking

How can I look at my statistical organisation strategically to lead high performance and transformational change initiatives?

Integrity

What are the qualities of a leader? With the right policies, combining digitalization, innovation and investment, the continent’s agriculture could be transformed into a powerhouse not only to feed a growing population but to create decent employment for millions of young people.

The importance of agriculture for the transformation of the continent is indubitable. The sector offers for now the best prospects for an inclusive growth and employment. As youth underemployment has increased
and generated various socio-economic challenges, governments and development stakeholders need to reengage in innovative strategies, and sound rural and agricultural development policies to effectively
address the employment and growth challenges . The African Continental Free Trade Area (AfCFTA) has what it takes to tackle these challenges by creating more jobs and entrepreneurship opportunities for the
young African population.

In this context, the digitalisation of agriculture is offering diversified opportunities to effectively engage the youth, increase the performance of businesses, boost agricultural transformation and economic growth
(AGRA, 2015; FAO, 2020, World Bank, 2021). Digital agriculture services are being increasingly adopted in African Agriculture. The CTA – Dalberg’s “Digitalisation of the African Agriculture Report” (2019) has
informed that currently at least 33,1 million farmers in Sub-Saharan Africa are reached by these services.

Digital tools help them to have increased access to market, benefit from enhanced advisory services, access to finance, and develop resilience to agro-climatic chocs. While the figure above is still weak compared to
the large population of smallholder farmers in Africa, the trend is increasing, and more and more farmers are benefiting from digital agriculture, especially the younger generation of producers. As a matter of fact,
digital tools have provided strong resilience to many farmers and youth in face of the COVID-19 pandemic (AfDB, 2021 ). This has resulted in calls from a variety of national and international stakeholders such as
the African Union, UN FAO and the African Development Bank, for a stronger investment in digital agriculture.

Digitalisation offers the opportunity to transform businesses, increase their performance and thus generate higher revenues and profits. It also provides climate-smart solutions that help the agricultural sector to
off-set an important part of its carbon footprint. Youth engaging or operating in agribusiness are more in position to better use digital tools to transform their businesses than the older generation of producers and
agribusiness leaders.

Therefore, supporting digital transformation of youth agribusinesses appears as a very effective strategy which will provide catalytic drivers for an accelerated achievement of full employment and sustainable and
inclusive growth as pursued by African countries.

LEARNING OBJECTIVES

Provide a platform for young people to drive the African Development Agenda in the context of digital agriculture

Facilitate the understanding of digital agriculture pillars through case studies and analysis of emerging trends

Demonstrate ICT services and tools’ transformative power for production and access to market for smallholder farmers, agricultural cooperatives and agripreneurship activities

Facilitate the development of digital strategies and services for youth agribusinesses

Read more...

You can register via the below link Applications: or the following file form and return it to Diaw4@un.org( Please rename the file with the name of the course)

Apply online ...

Présenter les cadres politiques, institutionnels et juridique du développement durable et de la gouvernance environnementale du secteur minier ;

Présenter les principes de la gestion durable de l'environnement et des ressources naturelles ;

Discuter des mécanismes d'adaptation aux effets néfastes du changement climatique dans le secteur minier ;

Migration is one of the major concerns of our time and poses issues and challenges for all nations; especially in the era of globalization, which facilitates the mobility of people from one region to another; from one continent to another.
Indeed, the number of international migrants has continued to grow rapidly in recent years more than any time in history, reaching 272 million in 2019, including 26 million Africans, compared with 220
million in 2010 and 173 million in 2000 .

Migration is also at the forefront of major international agendas. The 2030 Agenda on Sustainable Development Goals (SDGs), which have pledged to leave no one behind, recognizes that international
migration is of paramount importance for the development of countries of origin, transit and destination. In this agenda, governments are committed to "facilitating orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and
well-managed migration policies" (SDG Target 10.7).

Moreover, under Agenda 2063, African countries have adopted a common position of the African Union (AU) on the Global Compact for orderly, safe and regular migration, which implements the
vision of both agendas on migration.

LEARNING OBJECTIVES

The course aims to guide middle and senior level policymakers in Regional Economic Communities (RECs); Public Policymakers from National Governments; Stakeholders representing National and Regional Civil Society Organisations on the formulation of national and regional migration policies that will enhance regional integration and actively contribute to the implementation of countries' development strategies and international agreements in the area of migration.

It will provide policymakers and private sector officials with the required knowledge and the appropriate tools to develop migration policies at the intra-regional and inter-regional levels.
The course will also introduce the participants to the possible institutional architecture that can enable a better contribution of migrants to the economic development of destination and origin countries and which should be defined in consultation with the different national stakeholders.

the Global Compact for Migration (GCM) guiding principles, objectives and actions will be presented to the participants by members of the UN Network on Migration.
The African Union’s Migration Policy Framework and its objectives will be presented to participants who will be invited to consider the ways in which this framework could be adapted at the level of the
Regional Economic Communities.
At the end of the capacity building program, it is expected that participants will have acquired the following skills:

• Profound understanding of the state of play of international (Global Compact on Migration) and regional migration policy (African Union Migration Policy Framework);
• Ability to use migration policy as an instrument for the achievement of regional integration objectives;
• Better understanding of how national and regional legislations and institutions could be reformed in a way that enables a better contribution of migrants to the socio-economic development of origin and destination countries;
• Ability to contribute to the development, formulation and design of effective migration policies;
• Better understanding of the vision and key components of migration management and governance, and the link with sustainable development.
• Better understanding of the Impact of COVID-19 on Migration and Remittances
• Understanding of the African Union Protocol on Free-Movement of persons and how it can benefit Africans within the context of the AfCFTA
• Understanding of the causes and consequences of Climate Induced Displacement and Migration

Read more...

Apply online...

In fact, according to the African Economic Outlook (2019) of the African Development Bank Africa, real GDP is estimated to contract by 2.0% in 2020, at the low end of the April 2020 forecast.

This overall decline rate of 2% hides significant disparities between sub-regions and between countries. In the same sense, even within a single country, sectors are affected unevenly and sometimes even sectors such as information and communication technologies and digital trade have grown in some countries.

Thus, for a good economic recovery, it is important to make an in-depth impact analysis by area by country and by sector.

Public Policy analysis relies heavily on data collected at discrete intervals along the policy cycle. That begins from the problem identification through evaluation. In this disruptive age, managers are required to upskill their professional skills in gaining the ability to identify issues and challenges. They should be able to analyse data and situations, make informed decision and evaluate the outcome of policy implementation.

It is against this backdrop that the African Institute for Economic Development (IDEP) and National Institute of Public Administration (INTAN), Malaysia, are jointly organizing the second phase of the training programme on Evaluating Public Policy after the first one organized in 2019. With IDEP as development partner, this joint-programme is organized under the flagship programme of Malaysian Technical Cooperation Programme (MTCP)- a Government-to-Government Fellowship Programme by the Ministry of Foreign Affairs, Malaysia.

LEARNING OBJECTIVES

The course aims at enabling participants to plan, evaluate and strategize on public-sector policies to boost economic growth rates, master the tools and tactics needed to get things done and move organization forward. Participants will be able to formulate effective policies, through various methods of analysis using the in-house analysis toolkit to monitor and evaluate effectiveness of policies; introducing Malaysia’s public policy evaluation and monitoring methods in public sector policies and developments such as outcome-based evaluation, value management and high-impact project to provide a sustainable and resilient policy-making. In this regard, participants will be exposed to the experience of Malaysia in public policy implementation, monitoring and evaluation through some case studies. There will also be a comparison with African experiences in terms of policy evaluation. Thus, the course will encourage experiences sharing and learning of good practices.

Read more...

Apply online...

From navigating public transport to tracking supply chains and planning efficient delivery routes, the digital services built on GPS and current mapping data have quietly become part of daily life and trade. With the increase of mobile technology and communications, handheld smartphones have democratized mapping, moving geospatial technology into the hands of every individual. Bottom-up, commercial, and consumer-driven information platforms and applications are innovative and have had big impacts on society.

Digital platforms, logistics technologies, and data-processing advances will continue to reduce cross-border transaction costs and enable all types of flows. GIS-based market analysis help in presenting the relationship between the components of the market; that is, the customers, suppliers, and competitors. Strategies such as target marketing, micro-marketing, and relationship marketing all require that firms capture and maintain detailed information about their customers. GIS is a powerful tool in market analyses because it also provides a way to bring together data from multiple sources and link them based on spatial attributes.

As countries focus on building forward better, after the pandemic, the digitalisation of the AfCFTA becomes a strategic recovery plan.

It is in this context that IDEP and the African Statistics Center of the ECA are organizing an online training on "Harnessing the geospatial knowledge system to enable the implementation of the AfCFTA for building forward better".

The objectives of the course are to increase and improve awareness, knowledge and understanding of the IGIF and its role in the establishment of NSDI and Geospatial Information Strategies for the establishment of the AfCFTA.*

It will deal with the availability and accessibility of geospatial information and its integration with statistics and other data in support of national development actions, and the implementation of the sustainable development agenda 2030 and agenda 2063 in response to the COVID-19 pandemic.

LEARNING OBJECTIVES

At the end of this online course, participants should be able to:

Understand the AfCFTA context with regard to Digital Transformation Strategies in Africa and their location data needs

Analyze and discuss the Global Geospatial Information Framework (IGIF) and to design, plan and implement Geospatial Information strategies

Understand the IGIF Framework Implementation Guide at the national level

Discuss the implementation of the action plan of Strategies designed to meet national development needs

Understand the establishment of National Geospatial Data Infrastructures (NSDI) as an approach towards interoperable and open data platforms.

Adopt a monitoring and evaluation frameworks taking into account the 2030 and 2063 agendas

Review case studies on the use of Geospatial Information for the implementation of the AfCFTA

Read more...

Apply online...

Blue Economy Valuation Toolkit

However, these are mere estimations given that the full potential of aquatic and marine ecosystems and associated resources is still not well understood globally and on the African continent. The lack of knowledge of blue resources at stake is a major gap hindering the sustainable harnessing of Blue Economy resources, policy development and implementation on the Blue Economy. As an example, more than 80 per cent of the oceans remain completely unmapped. This is combined with an equally poor mapping of freshwater and groundwater resources on the continent. To address this, ECA has embarked on the development of a Blue Economy valuation toolkit aimed to guide data collection and analysis for the socio-economic assessment of blue resources, including goods and services generated; which in turn is expected to provide an accurate snapshot of the potential of the Blue Economy and to help inform decision-making.

In addition, there is still lack of clear understanding of the concept and multisectoral approach of the Blue Economy by policy makers and stakeholders. ECA has played an instrumental role in the past few years in assisting member States and regional bodies in developing their first strategic policy frameworks using the methodology provided by the Blue Economy Policy Handbook for Africa (ECA flagship publication). Countries such as Seychelles have decided to fully focus on the Blue Economy to sustain their post-Covid19 recovery. Indeed, due to the vastness of its opportunities the Blue Economy represents more and more a very promising outlet to build economies back better, for sustainable
growth within the context of the socio-economic crisis generated by the Covid 19 pandemic. Hence, there is need to build and develop capacities on the Blue Economy concept, approach, related policy and valuation tools to raise awareness, disseminate knowledge and enable key players to apply it through tailor-made assessments as well as policy and regulatory frameworks and action plans. This has been highlighted as a key priority at the 2019 Intergovernmental Committee of Senior Officials and Experts of SRO-EA and in the policy framework of Seychelles, the Indian Ocean Commission (developed with EAC support). With respect to UNIDEP, this training falls under Cluster 4 (Integrated Natural Resource Management) of the training catalogue adopted by the Technical Advisory Committee of UNIDEP and endorsed by its governing council.

LEARNING OBJECTIVES

The course will introduce the fundamentals of the Blue Economy valuation toolkit, its concept and approach, as well as provide a step by step guide to help stakeholders to better assess the socioeconomic potential of the Blue Economy for informed decision making. The course will build on and complement the overall training on the Blue Economy provided in early 2021.

Read more...

Apply online...

Moreover, growth is important to create room for new investment opportunities in a green economy. Macroeconomic stability, or even economic growth, by itself, however, is not a desirable outcome, and policies should thus be judged in terms of their ultimate success in bringing societies to their desired outcomes such as social inclusion, freedom from poverty and human development. In the context of Africa, the desirable outcomes of macroeconomic policies are embodied in Agenda 2063. Among other imperatives, that Agenda underlines the need for structurally transformed economies to create shared growth, decent jobs and economic opportunities for all, and for modern agriculture to increase production, productivity and value addition that contribute to farmer and national prosperity and Africa’s collective food security. It also underlines the need for Africa’s unique natural endowments, its environment and ecosystems, including its wildlife and wild lands, to remain healthy, valued and protected. This also applies to climate-resilient economies and communities. These outcomes bode well for the goals of an inclusive green economy (IGE), which seeks to reconcile economic, social and environmental objectives to ensure a sustainable transformation and development path.

The inherent features of an inclusive green economy (IGE) can influence the macroeconomic policies of a country to adequately cater to environmental and social policy objectives. Thus, the two are mutually reinforcing. To resolve trade-offs between stability and development objectives, macroeconomic policies should be integrated into a long-term development strategy embodying environmental objectives. This facilitates the transformation of economic and social structures, with a view to ensuring a positive feedback loop in the investment–growth nexus and to engendering inclusive green growth. At the same time, the integrated systems framework of an inclusive green economy promotes multi-sectoral approaches and policy coordination, and further helps to inform decisions and actions on policy formulation and implementation, as well as on monitoring and evaluation. This promotes policy consistency and coherence within the national development planning framework, and ultimately enhances the outcomes of a macroeconomic framework while catering to the three dimensions of sustainable development in a balanced manner.

Fiscal policy, being the main tool for raising public revenue and making public expenditure disbursements, is a relevant policy tool for mobilizing resources that can advance investments in the green economy. For example, green fiscal reforms contribute to revenues in addition to creating fiscal space that promotes public investments in the green economy and social expenditure that benefits the poor. Moreover, taxes on resource extraction discourage the unsustainable use of resources while also creating incentives for more sustainable resource use. Furthermore, productivity and employment can be enhanced through the allocation of capital and other fiscal resources to priority sectors with the greatest potential for green transformation, value addition, higher forward and backward linkages and job creation.

The conduct of monetary policy can also have a direct impact on a key constraint on the transition to a green economy – finance, through access to resources (via credit and a deepening of financial institutions). The right balance is needed to control inflation and money

supply while allowing space for green economy financing, taking into account that the inflation target should be appropriate to the development of a given country. Moreover, credit and financial services can play an instrumental role in allowing enterprises, including small and medium-size and informal enterprises, to acquire and accumulate resources to finance the transition. In particular, preferential credit to priority sectors with high-employment and high–investment multipliers, and also to natural resource-based sectors, could foster a green economy.

Thus, Macroeconomic reforms provide an enabling environment that is needed to encourage and stimulate behavioral change and the implementation of actions that promote sustainable production and consumption and facilitate the development of an inclusive green economy. A country’s macroeconomic policies provide an important framework to foster an inclusive green economy by providing an environment that influences the willingness and ability of economic actors to invest in green activities. Governments can provide an enabling environment, for example by providing financing options, removing environmentally harmful subsidies and creating appropriate demand conditions for green industries and supporting local green activities.

LEARNING OBJECTIVES

At the end of the course, participants will have a clear understanding of the following:

 The key concepts of inclusive green economy paradigm within macroeconomic frameworks;

 The overview and contemporary history of Africa’s macroeconomic policies;

 The implications of macroeconomic frameworks for development outcomes in Africa;

 Monetary policy and inclusive green economy;

 Fiscal policy and inclusive green economy;

 Challenges and opportunities in implementing macroeconomic policy reforms for inclusive green economy;

 Good practices and success factors in the implementation of macroeconomic policy reforms.

Read more...

Apply online...
